As 2008 was the International Year of Sanitation (IYS), the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation (JMP) took the opportunity to make sanitation a major focus in its 2008 update report, entitled Progress in Drinking-water and Sanitation: special focus on sanitation.
This report details global progress towards the Millennium Development Goal (MDG) target for drinking-water and sanitation, and analyses what these trends suggest for the remainder of the UN Decade "Water for Life" (2005 - 2015).
It introduces a new way of assessing global, regional and country progress using the «ladder» concept for both sanitation and drinking-water. For sanitation, trends in using improved, shared, and unimproved sanitation facilities are shown, in addition to the trend in open defecation. The drinking-water ladder shows the percentage of global population using piped connections into a dwelling, plot or yard; other improved water sources; and unimproved sources. The intention is to continue refining the «ladders» in future reports.
This report aims at helping policy-makers, scientists and others who wish to build sector capacity at national and sub-national levels.

The present report makes it clear that achieving the target of the Millennium Development Goals (MDGs) for access to safe drinking water and basic sanitation would bring a payback worth many times the investment involved. The present report, JMP Report 2004, was prepared by the WHO/UNICEF Joint Monitoring Programme (JMP). It is intended as a «reality check» for individual countries and the international community on how far we have come, and where we need to focus next, to achieve the 2015 Millennium Development Goals (MDGs).
The report provides coverage data for water and sanitation for 1990 and 2002 at national, regional and global levels, as well as an analysis of trends towards 2015. Although published in 2004, the report covers progress towards the seventh MDG up to the year 2002. This is the last year for which comprehensive data are available and it represents the halfway mark towards the 2015 MDG deadline, because the baseline year for most of the MDG targets, water and sanitation targets included, was set as 1990,
This report also marked the beginning of a more frequent reporting cycle, which will be helpful to policy-makers, scientists and others who wish to build sector capacity at national and subnational levels.

At the end of the International Drinking Water Supply and Sanitation Decade, WHO and UNICEF decided to combine their experience and resources in a Joint Monitoring Programme for Water Supply and Sanitation.
At its inception, the overall aim of the Joint Monitoring Programme was to improve planning and management within countries by supporting countries in monitoring the water and sanitation sector. This concept evolved and the JMP included within its aims the recurrent preparation of global assessments of the water supply and sanitation sector.
The Global Water Supply and Sanitation Assessment 2000 (GWSSA) report provides a global picture, analyses sector performance and the situation in large cities before looking at the challenges that lie ahead.
It then covers the whole world through presentation of data from six regions (Africa, Asia, Europe, Latin America and the Caribbean, Northern America and Oceania).
