Rural areas haven't seen much change in coverage (+ 1%) between 1990 and 2004. On the other hand, the coverage seems to have dropped 12% in urban areas... a figure to be taken with precaution due to the small sample size off 1990 (67%).
In terms of numbers, there are 2 million more people who live in this region, a majority of which (75%) live in rural areas.
