The situation in Oceania seems to have slightly worsened between 1990 and 2004 (- 1%) mainly in rural areas wheras in towns and cities a small 1% increase can be noted (half a million more people served).

In terms of numbers, there are 2 million more people in 2004 than in 1990 who live in this region.
