Goals, targets, indicators: Post-2015 global monitoring
The target date for the Millennium Development Goals (MDGs) is 2015.
A process of reflection has been ongoing since 2011 to review options for the future sustainable development framework that will replace the existing MDGs (see bottom of the page for links and literature). The process is described in a 2-page brief.
The WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation (JMP) is the formal instrument to measure MDG 7 target C: to halve, by 2015, the proportion of people without sustainable access to safe drinking-water and basic sanitation. The 2010-2015 strategy of the WHO/UNICEF JMP includes the programme's role to serve as the platform for the development of proposals for post-2015 goals, targets and indicators.
In response, the JMP has initiated a coordinated consultative process, which started with a Consultation of stakeholders in Berlin (3-5 May 2011 - download report), whose objectives were to:
- Review the current global drinking-water and sanitation monitoring landscape
- Identify the strengths and weaknesses of the current MDG target
- Discuss the relevance of the human right to water and sanitation to future targets and monitoring
- Design a process of related target and indicator development, and
- Reach agreement on a roadmap towards having functional indicators ready for use by 2015.
This Consultation developed a roadmap and for its implementation four working groups were established and launched in January 2012. The working groups are:
These working groups with representation from practitioners from the North and South, academics, civil society, statistics and monitoring, were responsible for identifying potential global goals in their respective areas and for assembling and evaluating target and indicator proposals for post-2015 global monitoring. The output of the working groups – a consolidated menu of options of global WASH goals, corresponding targets and indicators – was discussed by a second global stakeholder Consultation in the Hague in December 2012.
Responding to the recommendations made at the Hague meeting, in February 2013 a fifth working group was constituted by the JMP on Communications and Advocacy, led by the Water Supply and Sanitation Collaborative Council (WSSCC).

JMP will ensure broad participation through various mechanisms, including requests for submissions via the JMP website, country consultations, and sessions and side-events held at global and regional meetings, including:
- World Water Forum, Marseille (12-16 March 2012, Marseille, France)
- Singapore International Water Week (1-5 July 2012, Singapore)
- Stockholm World Water Week (26-31 August 2012, Stockholm, Sweden)
- East Asia Conference on Sanitation and Hygiene (EASAN)
- European Protocol on Water and Health – Task Force on Target Setting and Monitoring
- South Asian Conference on Sanitation (SACOSAN) Inter-Country Working Group meetings
- Africa Ministers Council on Water (AMCOW) pan African water and sanitation monitoring and evaluation system

Second JMP consultation on post-2015
On 3, 5 and 5 December 2012 WHO and UNICEF organised a meeting of global, regional and country WASH sector stakeholders, hosted by the Royal Government of the Netherlands in The Hague, to review the proposals of the working groups and discuss next steps.
